The area code 717 was one of the central and original area code, which was created in the year 1947. It initially covers the eastern part of the state with the exception of the Delaware and Lehigh valleys and area code of this area was 215. This was the largest numbering plan area on the eastern seaboard at that time. It was extended in the east in around 1994 which was a part of the spilled of area code 215 of the Philadelphia when some of the towns in eastern Lancaster County and western Chester county which were slated to transfer to an area code 610 which were instead shifted to 717.

By the mid-1990s area code, 717 ended due to the proliferation of cell phones, fax machines, and pagers especially in Harrisburg, Lancaster, York, and Scranton. Around in December 1998, the northern part of the old area code 717 territories received an area code 570, which was centered on Scranton, Wilkes-Barre, and Williamsport.

In 2010, the Pennsylvania utility commission resolved that area code 717 is likely to end after some time around in the year 2018. Taking into account overlaying 717 with an area code or to split it into an east-west boundary because an overlay needs ten-digit dialing and area code 717 would have been able to do that.

In October 2016 an overlay, code 223 was created and come into existence in the year 2017. From August 2017, ten-digit dialing is necessary for everyone.
